Ray, you have taken a $200 deposit to complete a website. I sent you the content on 12/29/15 and we have not heard from you. If you do not plan on working on the website, please send us a refund. Not following through contractual obligations is not the way to do business.

Ray was hired on 7/2014 to develop a website and was given a deposit. He presented us with a cheap and unattractive website that we did not want to accept. We worked diligently in putting a layout of exactly what we wanted on the website (keep in the mind that the website never went live, it was only in the works.) This took months of work from our part since we had to put together a powerpoint presentation of the layout and content giving him step by step instructions on how to build the website. After sending Ray our presentation on 12/29/15, we never heard back from him until 3/21/2016. He promised to have the website ready by 3/31/2016 and never did. On 4/5/16 he responded with an email that I will detail below stating that additional fees would apply with the improved site that we wanted but he failed to ever respond with what the additional fees would be. We have requested a refund of our deposit and he has refused to give it. He has blocked us from Facebook in hopes of avoiding us and avoiding the truth to be told. It's not a matter of the money as much as it is having someone steal from you and defraud you. Beware of this one man company that will steal your money. This is his last response to us: "Cebu Web Solutions Thank you for reaching us. We have reviewed your new website content requirements and compared with your previous requirements that you sent last July 2014 (more than 1 year ago). Your new website contents will require us to completely revamp each web page and additional web pages needs to be created. With this, we will need to charge additional fee for these new changes."
